Abstract
This research endeavors to delineate the profile of employees and formulate human resource development strategies for the Salatiga City Ministry of Religious Affairs Office, grounded in the professional development theories of Carl D. Glickman. The study employs a mixed methods approach, utilizing an explanatory sequential design. The quantitative phase focuses on mapping employee levels of abstraction and commitment, while the subsequent qualitative phase delves into the underlying causative factors through in-depth interviews analyzed with ATLAS.ti software. The quantitative findings indicate that the majority of employees fall within Quadrant I (Professional). However, a distribution across Quadrant II (Analytical Observer), Quadrant III (Busy Worker), and Quadrant IV (Drop Out) was also observed. Qualitative discoveries reveal that diminished employee performance stems from managerial influences, including insufficient leadership recognition, inadequate oversight of program achievements, and a deficit in structured coordination and technical guidance. The research findings indicate that enhancing employee quality necessitates differentiated supervision strategies. Recommended approaches include bolstering leadership's managerial literacy, implementing potential-based job rotation, reinforcing a supportive work culture, and adopting adaptive intergenerational communication patterns. This study offers practical insights for leaders in devising effective interventions to foster a high-performance work environment.
