Abstract
Digital transformation in the public sector requires employees to possess adequate digital capabilities to sustain organizational performance. This study aims to analyze the effect of digital capability on employee performance, with digital leadership as a mediating variable, among operational employees at the Regional Office of the Directorate General of Customs and Excise for Central Java and Special Region of Yogyakarta. This research adopts a quantitative approach using explanatory research design. Data were collected through a structured questionnaire distributed to 123 operational employees and analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS) with SmartPLS software. The results indicate that digital capability has a positive and significant effect on digital leadership and employee performance. However, digital leadership does not have a significant effect on employee performance and does not mediate the relationship between digital capability and employee performance. These findings suggest that, within a public sector organization characterized by standardized digital systems and procedural work structures, employee performance is primarily driven by individual digital capability rather than by digital leadership directly. This study contributes theoretically by reinforcing the Resource-Based View (RBV) perspective in the context of public sector digital transformation. Practically, the findings highlight the importance for the Regional Office of the Directorate General of Customs and Excise for Central Java and Special Region of Yogyakarta to prioritize continuous development of employees’ digital capabilities as a key strategy to enhance performance in a digitally driven work environment.
