Abstract

The utilization of educational data technology plays a strategic role in supporting the effectiveness of teacher workforce planning, particularly through the integration of HR Analytics and Evidence-Based Management (EBM). This study aims to analyze the influence of access to educational data technology on the effectiveness of teacher workforce planning, with HR Analytics and EBM as mediating variables. A quantitative survey method was conducted involving 35 staff responsible for managing PTK data at the Education Office of Temanggung Regency. The research instrument employed a 5-point Likert scale, and data analysis was performed using Structural Equation Modeling–Partial Least Squares (SEM-PLS). The findings reveal that access to educational data technology has a positive effect on HR Analytics, HR Analytics positively affects EBM, and EBM positively affects the effectiveness of teacher workforce planning. HR Analytics significantly mediates the relationship between access to educational data technology and EBM, while EBM mediates the relationship between HR Analytics and the effectiveness of teacher workforce planning. Furthermore, a chain mediation mechanism was confirmed, indicating that access to educational data technology influences workforce planning effectiveness through HR Analytics and EBM sequentially. These results highlight that the utilization of educational data technology can produce optimal impacts only when accompanied by strong analytical HR capabilities and evidence-based decision-making practices.

Additional Information: Pemanfaatan teknologi data pendidikan memiliki peran strategis dalam mendukung efektivitas perencanaan kebutuhan guru, terutama melalui integrasi HR Analytics dan Evidence-Based Management (EBM). Penelitian ini bertujuan untuk menganalisis pengaruh akses teknologi data pendidikan terhadap efektivitas perencanaan kebutuhan guru melalui HR Analytics dan EBM sebagai variabel mediasi. Penelitian menggunakan pendekatan kuantitatif dengan metode survei terhadap 35 pegawai pengelola data PTK di Dinas Pendidikan Kabupaten Temanggung. Instrumen dikembangkan dengan skala Likert 1–5 dan dianalisis menggunakan Structural Equation Modeling–Partial Least Squares (SEM-PLS). Hasil pengujian menunjukkan bahwa akses teknologi data pendidikan berpengaruh positif terhadap HR Analytics, HR Analytics berpengaruh positif terhadap EBM, dan EBM berpengaruh positif terhadap efektivitas perencanaan kebutuhan guru. HR Analytics secara signifikan memediasi hubungan antara akses teknologi data pendidikan dan EBM, sedangkan EBM memediasi hubungan antara HR Analytics dan efektivitas perencanaan kebutuhan guru. Selain itu, ditemukan mekanisme mediasi berantai, yaitu pengaruh akses teknologi data pendidikan terhadap efektivitas perencanaan kebutuhan guru melalui HR Analytics dan EBM secara bertahap. Temuan penelitian menegaskan bahwa pemanfaatan teknologi data pendidikan hanya berdampak optimal apabila diiringi dengan kemampuan analitik SDM dan praktik pengambilan keputusan berbasis bukti.
