Abstract

Abstract This study aims to analyze the influence of information technology and local government policies on regional asset management, with human resource quality as a moderating variable. This research is based on the importance of accountable, transparent, and technology-based regional asset management to support good governance. This study employed a quantitative approach with a survey method of 48 respondents, who are regional asset managers, using a saturated sampling technique. Data were collected through questionnaires and analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS) to test the direct relationship and moderating effects. The results indicate that information technology and local government policies have a positive and significant effect on regional asset management. Furthermore, human resource quality has been shown to moderate the relationship between information technology and asset management, indicating that human resource competencies and skills can strengthen the use of information technology in asset management. However, human resource quality does not moderate the influence of local government policies on asset management, indicating that government policies have a direct influence independent of variations in human resource competency. This finding emphasizes the importance of continuously improving human resource quality, particularly in information technology proficiency, to optimize effective, accurate, and efficient regional asset management.
