Abstract

This study analyzes the dynamics of human resource (HR) management at the Sigedong Coffee Company in Tegal Regency, using an exploratory qualitative approach with NVivo analysis based on interviews with six informants (managers/HRD/laborers), observations, and documents. Findings indicate that informal management based on foreman networks relies on local loyalty (80% family), but faces a regeneration crisis (74% >45 years old, youth turnover due to Slawi migration), inefficiency in 20% of hilly blocks, and ecological impacts (erosion of 20-40 tons/ha/year, wine process waste). Cultural contextual factors (mutual cooperation), economic (price of Rp100,000/kg), and regulatory (Tegal Regent Regulation limiting HRM) interact to trigger a cycle of degradation. The dominant strategies of task rotation/zoning and hybrid GAP are effective in mitigating fatigue/regeneration, despite limitations in literacy/finance. A SWOT analysis suggests that SO/WO prioritize green HRM for 35% retention and RC>1. Managerial implications: contract formalization, digital GIS, specialty partnerships for young agropreneurs. This research enriches the SHRM literature on Indonesian coffee villages and provides input for empowerment policies in Central Java.

Faktor kontekstual budaya (gotong royong), ekonomi (harga Rp100 ribu/kg), dan regulasi (Perbup Tegal terbatas HRM) interaksi picu siklus degradasi. Strategi dominan rotasi/zonasi tugas dan hybrid GAP efektif mitigasi kelelahan/regenerasi, meski batas literasi/keuangan. Analisis SWOT sarankan SO/WO prioritas green HRM untuk retensi 35% dan RC>1. Implikasi manajerial: formalisasi kontrak, GIS digital, kemitraan specialty untuk agropreneur muda.
