Abstract

This study aims to examine the influence of benevolent leadership and moral leadership on the innovative behavior of healthcare workers, as well as to analyze the role of public service motivation (PSM) as a mediating variable. Based on Social Exchange Theory, this study emphasizes that ethical and caring leadership behavior affects work behavior through internal psychological mechanisms. The study focuses on the healthcare service context in Indonesia, which is still limited in research on leadership, public service motivation, and service innovation. This study employs a quantitative approach using a survey method. Data were collected from 78 healthcare workers at RSU Muhammadiyah Darul Istiqomah Kendal using a five-point Likert scale questionnaire. The sampling technique was carried out purposively. Data analysis was conducted using Partial Least Squares Structural Equation Modeling (PLS-SEM). using SmartPLS 4.0 software to test direct and indirect relationships between variables, including testing mediation effects through bootstrapping and Variance Accounted For (VAF) approaches. The research results indicate that benevolent leadership and moral leadership do not have a significant direct impact on innovative behavior. However, both leadership styles positively influence public service motivation. Public service motivation, in turn, has a significant effect on innovative behavior and mediates the relationship between benevolent and moral leadership and innovative behavior. These findings affirm that strengthening public service motivation is a key mechanism in promoting innovative behavior among healthcare workers. Additional Information: Penelitian ini bertujuan menguji pengaruh kepemimpinan kebajikan dan kepemimpinan moral terhadap perilaku inovatif tenaga kesehatan, serta menganalisis peran motivasi layanan publik (MLP) sebagai variabel mediasi. Berlandaskan Social Exchange Theory, penelitian ini menekankan bahwa perilaku kepemimpinan yang etis dan penuh kepedulian memengaruhi perilaku kerja melalui mekanisme psikologis internal. Studi ini difokuskan pada konteks layanan kesehatan di Indonesia yang masih terbatas dalam kajian kepemimpinan, motivasi layanan publik, dan inovasi pelayanan. Penelitian ini menggunakan pendekatan kuantitatif dengan metode survei. Data dikumpulkan dari 78 tenaga kesehatan yang bekerja di RSU Muhammadiyah Darul Istiqomah Kendal menggunakan kuesioner skala Likert lima poin. Teknik pengambilan sampel dilakukan secara purposive. Analisis data dilakukan dengan Partial Least Squares Structural Equation Modeling (PLS-SEM) menggunakan perangkat lunak SmartPLS 4.0 untuk menguji hubungan langsung dan tidak langsung antar variabel, termasuk pengujian efek mediasi melalui pendekatan bootstrapping dan Variance Accounted For (VAF). Hasil penelitian menunjukkan bahwa kepemimpinan kebajikan dan kepemimpinan moral tidak berpengaruh langsung secara signifikan terhadap perilaku inovatif. Namun, kedua gaya kepemimpinan tersebut berpengaruh positif terhadap motivasi layanan publik. Motivasi layanan publik selanjutnya berpengaruh signifikan terhadap perilaku inovatif dan memediasi hubungan antara kepemimpinan kebajikan dan moral dengan perilaku inovatif. Temuan ini menegaskan bahwa penguatan motivasi layanan publik merupakan mekanisme kunci dalam mendorong perilaku inovatif tenaga kesehatan.
