Abstract
This study aims to analyze the influence of participative leadership and organizational culture on employee innovation at the KSOP Class I Tanjung Emas office, with organizational commitment as a mediating variable. The research employs a descriptive quantitative approach and a verificative research method. The population of this study consists of all employees of the Kesyahbandaran and Port Authority Office (KSOP) Class I Tanjung Emas, totaling 165 employees. Therefore, the sampling technique used is saturated sampling. The data collection method applied in this research is a survey using a closed-ended questionnaire as the instrument. In this study, questionnaires were distributed directly to 165 employees of the KSOP Class I Tanjung Emas office, and 151 completed questionnaires were successfully collected. The data was processed using the Partial Least Square (PLS) method with SmartPLS version 4 software. The findings of the study indicate that participative leadership and organizational culture have a positive influence on employee innovation and organizational commitment. Furthermore, organizational commitment has a positive influence on employee innovation. In addition, organizational commitment is able to mediate the influence of participative leadership and organizational culture on employee innovation.

| Additional Information: | Penelitian ini bertujuan untuk menganalisis pengaruh kepemimpinan partisipatif dan budaya organisasi terhadap inovasi pegawai pada kantor KSOP Kelas 1 Tanjung Emas dengan komitmen organisasional sebagai mediasi. Penelitian ini menggunakan pendekatan deskriptif kuantitatif dan metode penelitian verifikatif. Populasi pada penelitian ini adalah seluruh pegawai Kantor Kesyahbandaran dan Otoritas Pelabuhan Kelas I Tanjung Emas yang berjumlah 165 pegawai. Sehingga pengambilan sampel menggunakan teknik sampel jenuh. Metode pengumpulan data yang dipergunakan di penelitian ini yakni survei melalui penggunaan kuesioner tertutup untuk menjadi instrumen. Dalam penelitian ini, kuesioner dibagikan secara langsung kepada 165 Pegawai Kantor KSOP Kelas I Tanjung Emas, dan yang dapat dikumpulkan kembali sebanyak 151 kuesioner. Pengolahan data menggunakan metode metode Partial Least Square (PLS) menggunakan software SmartPLS versi 4. Hasil penelitian menunjukkan bahwa kepemimpinan partisipatif dan budaya organisasi berpengaruh positif terhadap inovasi pegawai dan komitmen organisasional. Kemudian, komitmen organisasional berpengaruh positif terhadap inovasi pegawai.
