Abstract

The purpose of this study is to analyze the influence of strategic planning and strategic budgeting on organizational performance. This research also evaluates the role of human resource planning as a mediating variable in these relationships. The research sample consists of 60 employees of the BKPSDM of Tegal Regency, selected using purposive sampling with the following criteria: civil servants (ASN), users of the E-Kinerja application, and having a minimum of two years of work experience. The study employed the SEM-PLS method for data analysis. The results indicate that strategic planning and strategic budgeting do not have a direct effect on organizational performance. However, strategic planning has a positive and significant effect on human resource planning, while strategic budgeting does not. Human resource planning has a positive and significant effect on organizational performance and is able to partially mediate the relationship between strategic planning and organizational performance but does not mediate the influence of strategic budgeting on organizational performance.
