Abstract
This study aims to analyze human resource development strategies in supporting the adoption of information technology at the BKPSDM Office of Nabire Regency, Central Papua. A qualitative method with a phenomenological approach was employed to understand the experiences of civil servants (ASN) in digital transformation. Data were collected through in-depth interviews, observations, and documentation and analyzed using Atlas.ti 25. The findings reveal a generational gap between junior civil servants who are adaptive to technology and senior civil servants who show resistance. The main obstacles include limited network infrastructure, insufficient training practices, and a lack of organizational support. Effective development strategies encompass tiered training, practical simulations, peer mentoring, and transformative leadership. The study emphasizes the importance of synergy between human resource capacity building and infrastructure readiness to accelerate digital transformation in local government institutions. These findings are expected to serve as a policy reference for human resource development and digitalization in public institutions in underdeveloped regions.
