Abstract
This study aims to identify and analyze the forms and causes of the competency gap among Information and Communication Technology (ICT) human resources, particularly Computer Analysts (Pranata Komputer), in the Regional Government of Tegal Regency. A descriptive qualitative approach was applied, using in-depth interviews, field observations, and document studies. Data were thematically analyzed using NVivo 12 Plus. The results reveal a significant gap between the actual competencies of ICT personnel and the standards required for implementing the Electronic-Based Government System (SPBE). Key factors include the limited number and uneven distribution of ICT personnel, insufficient technical training and certification, and suboptimal leadership support. The study recommends a structured capacity-building strategy through competency mapping, needs-based training, and leadership commitment in the form of policy and budget support

Hasil penelitian menunjukkan adanya kesenjangan antara kompetensi aktual SDM TIK dan standar kompetensi yang dibutuhkan dalam implementasi Sistem Pemerintahan Berbasis Elektronik (SPBE). Penyebab utama meliputi keterbatasan jumlah dan distribusi SDM TIK, kurangnya pelatihan teknis dan sertifikasi, serta dukungan pimpinan yang belum optimal. Disarankan adanya strategi penguatan kapasitas SDM TIK secara terstruktur melalui pemetaan kompetensi, pelatihan berbasis kebutuhan, serta komitmen pimpinan berupa dukungan kebijakan dan anggaran |
