Abstract
Digital transformation has become a strategic necessity for public organizations to enhance efficiency, transparency, and service quality. However, the success of digital transformation is influenced not only by technological readiness but also by human resources and employees’ psychological factors. This study aims to analyze the effects of digital literacy and organizational culture on digital transformation perception, as well as to examine digital anxiety as a moderating variable. The study was conducted at the Regional Public Water Utility Company (PUDAM) Tirta Agung Temanggung, which is currently implementing digital applications in its operations. This research employs a quantitative approach using explanatory research. The population and sample consist of all 118 employees of PUDAM Tirta Agung Temanggung, selected using a saturated sampling technique. Data were collected through Likert-scale questionnaires and analyzed using Structural Equation Modeling–Partial Least Square (SEM-PLS) with SmartPLS 4 software.The results indicate that digital literacy has a positive and significant effect on digital transformation perception. Organizational culture also has a positive and significant effect on digital transformation perception. Furthermore, digital anxiety moderates the relationship between digital literacy and digital transformation perception, but does not moderate the relationship between organizational culture and digital transformation perception. These findings highlight the importance of improving digital literacy while managing digital anxiety to ensure successful and sustainable digital transformation in public organizations. | Additional Information: | Transformasi digital menjadi kebutuhan strategis bagi organisasi publik untuk meningkatkan efektivitas, transparansi, dan kualitas pelayanan. Keberhasilan transformasi digital tidak hanya ditentukan oleh kesiapan teknologi, tetapi juga oleh faktor sumber daya manusia dan aspek psikologis pegawai. Penelitian ini bertujuan untuk menganalisis pengaruh literasi digital dan budaya organisasi terhadap persepsi transformasi digital, serta menguji peran kecemasan digital sebagai variabel moderasi. Penelitian dilakukan pada Perusahaan Umum Daerah Air Minum (PUDAM) Tirta Agung Temanggung yang tengah mengimplementasikan berbagai aplikasi digital dalam operasionalnya. Penelitian ini menggunakan pendekatan kuantitatif dengan jenis explanatory research. Populasi sekaligus sampel penelitian adalah seluruh pegawai PUDAM Tirta Agung Temanggung sebanyak 118 orang (sampel jenuh). Data dikumpulkan melalui kuesioner berskala Likert dan dianalisis menggunakan Structural Equation Modeling–Partial Least Square (SEM-PLS) dengan bantuan aplikasi SmartPLS 4. Hasil penelitian menunjukkan bahwa literasi digital berpengaruh positif dan signifikan terhadap persepsi transformasi digital. Budaya organisasi juga berpengaruh positif dan signifikan terhadap persepsi transformasi digital. Selanjutnya, kecemasan digital terbukti memoderasi pengaruh literasi digital terhadap persepsi transformasi digital, namun tidak memoderasi pengaruh budaya organisasi terhadap persepsi transformasi digital. Temuan ini menegaskan pentingnya peningkatan literasi digital yang disertai pengelolaan kecemasan digital guna mendukung keberhasilan transformasi digital secara berkelanjutan di organisasi publik.
