Abstract

The determination of public service employee performance is based on various interrelated factors that play an important role in creating effective and efficient services for the community. This study aims to: (1) analyze the effect of Ethical Behavior on Work Motivation; (2) analyze the effect of Ethical Leadership on Work Motivation; (3) analyze the effect of Ethical Behavior on Performance; (4) analyze the effect of Ethical Leadership on Performance; (5) analyze the effect of Work Motivation on Performance; (6) examine the mediating role of Work Motivation in the relationship between Ethical Behavior and Performance; and (7) examine the mediating role of Work Motivation in the relationship between Ethical Leadership and Performance.This study employs a quantitative descriptive approach with a verificative research method. The population as well as the sample consists of all 157 employees of the Office of the Ministry of Religious Affairs in Salatiga City, using a census sampling technique. The data were analyzed using SEM-PLS.Based on the results of data analysis and discussion, it can be concluded that: (1) Ethical Behavior has a positive and significant effect on Work Motivation; (2) Ethical Leadership has a positive and significant effect on Work Motivation; (3) Ethical Behavior has a positive and significant effect on Performance; (4) Ethical Leadership has a positive and significant effect on Performance; (5) Work Motivation has a positive and significant effect on Performance; (6) Work Motivation mediates the effect of Ethical Behavior on Performance; and (7) Work Motivation mediates the effect of Ethical Leadership on Performance. Additional Information: Determinasi kinerja pegawai pelayanan publik didasarkan pada berbagai faktor yang saling berkaitan dan berperan penting dalam menciptakan efektivitas dan efisiensi pelayanan kepada masyarakat. Tujuan penelitian ini adalah (1) Menganalisis pengaruh Perilaku Etis terhadap motivasi kerja (2) Menganalsisi pengaruh Kepemimpinan Etis terhadap motivasi kerja (3) Menganalisis pengaruh Perilaku Etis terhadap kinerja (4) Menganalsisi pengaruh Kepemimpinan Etis terhadap kinerja (5) Menganalsisi pengaruh Motivasi Kerja terhadap kinerja (6) Motivasi kerja memediasi pengaruh Perilaku Etis terhadap kinerja (7) Motivasi kerja memediasi pengaruh Kepemimpinan Etis terhadap kinerja. Penelitian ini menggunakan pendekatan deskriptif kuantitatif dan metode penelitian verifikatif. Populasi sekaligus sampel dalam penelitian ini adalah seluruh Pegawai Kantor Kementerian Agama Kota Salatiga sebanyak 157 orang. Teknik pengambilan sampel adalah sensus. Metode analisis yang digunanakan adalah SEM-PLS. Berdasarkan hasil analisis dan pembahasan, dapat diambil kesimpulan bahwa (1) Perilaku Etis berpengaruh positif dan signifikan terhadap Motivasi Kerja (2) Kepemimpinan Etis berpengaruh positif dan signifikan terhadap Motivasi Kerja (3) Perilaku Etis berpengaruh positif dan signifikan terhadap Kinerja (4) Kepemimpinan Etis berpengaruh positif dan signifikan terhadap Kinerja (5) Motivasi Kerja berpengaruh positif dan signifikan terhadap Kinerja (6) Motivasi Kerja memedaisi pengaruh perilaku etis terhadap Kinerja (7) Motivasi Kerja memediasi pengaruh kepemimpinan etis terhadap Kinerja.
