Abstract
DIGITAL HRM INTEGRATION AND DIGITAL COMPETENCE AS A STRATEGY TO IMPROVE ASN WORK EFFICIENCY IN THE ERA OF BUREAUCRACY 4.0 (A Study of the Temanggung Regency Government) ARI CAHYONO 22242593 MASTER OF MANAGEMENT STUDY PROGRAM FACULTY OF ECONOMICS AND BUSINESS BPD UNIVERSITY arieplanet3@gmail.com Abstract Bureaucratic digital transformation through Indonesia’s Electronic-Based Government System (SPBE) has accelerated the adoption of Digital Human Resource Management (Digital HRM) in public-sector HR processes. This study examines the effects of Digital HRM on civil servants’ (ASN) work efficiency and digital competence, the effect of digital competence on efficiency, and the mediating role of digital competence. A quantitative survey involved 105 ASN in the Temanggung Regency Government who manage digital personnel administration, selected using proportionate stratified random sampling. Data were analyzed with PLS-SEM (SmartPLS) by evaluating the measurement and structural models, using 5,000-subsample bootstrapping, and testing mediation with the Variance Accounted For (VAF) approach. Results show that Digital HRM improves digital competence and work efficiency; digital competence also improves efficiency and partially mediates the Digital HRM–efficiency link. Recommendations include strengthening change-management coaching, regular cybersecurity and data-privacy training, and streamlining HR application workflows to maximize efficiency gains. | Additional Information: | Abstrak [DT1.1]Transformasi digital birokrasi melalui Sistem Pemerintahan Berbasis Elektronik (SPBE) mendorong penerapan Digital Human Resource Management (Digital HRM) dalam pengelolaan SDM aparatur. Penelitian ini menganalisis pengaruh Digital HRM terhadap efisiensi kerja ASN, pengaruh Digital HRM terhadap kompetensi digital, pengaruh kompetensi digital terhadap efisiensi kerja, serta peran mediasi kompetensi digital. Penelitian kuantitatif dilakukan dengan survei pada 105 ASN Pemerintah Kabupaten Temanggung yang mengelola administrasi kepegawaian berbasis aplikasi; responden dipilih menggunakan teknik proportionate stratified random sampling. Data kuesioner dianalisis dengan PLS-SEM (SmartPLS) melalui evaluasi outer dan inner model, bootstrapping 5.000 subsampel, dan uji mediasi VAF. Hasil menunjukkan Digital HRM meningkatkan kompetensi digital dan efisiensi kerja; kompetensi digital juga meningkatkan efisiensi dan memediasi sebagian pengaruh Digital HRM. Disarankan penguatan pendampingan perubahan cara kerja, pelatihan keamanan data, serta penyederhanaan proses pada aplikasi HR agar manfaat efisiensi lebih merata.
