Abstract
This study aims to investigate the effect of management control system on change and performance of public sector organizations in Indonesia, considering the role of organizational dynamic capability as a mediator. Using quantitative methods, this study involved 76 hospitals in Central Java and obtained 43 respondents from hospital section heads through simple random sampling techniques, then analyzed using SmartPLS 4.0. The results show that the use of interactive SPM has a positive effect on strategic flexibility and employee empowerment in the public sector, while diagnostic SPM has a negative effect on flexibility and employee empowerment. Employee empowerment has a positive effect on organizational change, but does not affect organizational performance, and strategic flexibility has no positive effect on organizational change or performance. In addition, employee empowerment and strategic flexibility mediate the effect of management control systems on organizational change and performance in the public sector.

Additional Information: | Penelitian ini bertujuan menyelidiki pengaruh sistem pengendalian manajemen terhadap perubahan dan kinerja organisasi sektor publik di Indonesia, dengan mempertimbangkan peran kapabilitas dinamis organisasi sebagai mediator. Menggunakan metode kuantitatif, penelitian ini melibatkan 76 rumah sakit di Jawa Tengah dan mendapatkan 43 responden dari kepala bagian rumah sakit melalui teknik simple random sampling, kemudian dianalisis menggunakan SmartPLS 4.0. Hasilnya menunjukkan bahwa penggunaan SPM interaktif berpengaruh positif terhadap fleksibilitas strategis dan pemberdayaan karyawan di sektor publik, sementara SPM diagnostik berpengaruh negatif terhadap fleksibilitas dan pemberdayaan karyawan. Pemberdayaan karyawan berpengaruh positif terhadap perubahan organisasi, tetapi tidak mempengaruhi kinerja organisasi, dan fleksibilitas strategis tidak berpengaruh positif terhadap perubahan maupun kinerja organisasi. Selain itu, pemberdayaan karyawan dan fleksibilitas strategis memediasi pengaruh sistem pengendalian manajemen terhadap perubahan dan kinerja organisasi di sektor publik. |
