Abstract

Regional Property Management (BMD) is an important issue within the scope of regional government that requires special attention to ensure the sustainability and efficiency of public assets. In this context, public assets include various properties and assets owned and managed by local governments to meet community needs and support various development programs. This research aims to analyze the influence of planning, inventory, supervision and control on optimizing the management of Regional Property Assets (BMD) with the moderation of HR competency at the Central Java Provincial Social Service. A total of 77 employees were taken as samples using the census method. SEM-PLS has been used to analyze the data in this research. The research results show that planning, inventory, supervision and control have a positive and significant effect on the optimization of asset management. HR competency is able to moderation the influence of planning on optimizing regional asset management. However, it is unable to moderate the influence of inventory, supervision and control on optimizing asset management. The Central Java Province social service can increase investment in technology and infrastructure to support effective and efficient management of BMD assets, such as creating an asset management information system that complies with new regulations related to asset management

Additional Information:	Pengelolaan Barang Milik Daerah (BMD) menjadi isu yang penting dalam lingkup pemerintahan daerah yang memerlukan perhatian khusus guna menjamin keberlanjutan dan efisiensi aset publik. Dalam konteks ini, aset publik mencakup beragam properti dan kekayaan yang dimiliki dan dikelola oleh pemerintah daerah untuk memenuhi kebutuhan masyarakat serta mendukung berbagai program pembangunan. Penelitian ini bertujuan untuk menganalisis pengaruh perencanaan, inventarisasi, pengawasan dan pengendalian terhadap optimaliasi pengelolaan aset Barang Milik Daerah (BMD) dengan moderasi kompetensi SDM pada Dinas Sosial Provinsi Jawa Tengah. Sebanyak 77 pegawai diambil sbagai sampel dengan metode sensus. SEM-PLS telah digunakan untuk menganalisis data dalam penelitian ini. Hasil penelitian menunjukkan bahwa perencanaan, inventarisasi, pengawasan dan pengendalian berpengaruh positif dan signifikan terhadap oprimalisasi pengelolaan aset. Kompetensi SDM mampu memoderasi pengaruh perencanaan terhadap optimaliasi pengelolaan aset daerah. Namun tidak mampu memoderasi pengaruh inventarisasi, pengawasan dan pengendalian terhadap optimalisasi penglolaan aset. Dinas sosial Provinsi Jawa Tengah dapat meningkatkan investasi teknologi dan infrastruktur untuk mendukung pengelolaan aset BMD yang efektif dan efisien, seperti membuat system informasi manajemen aset yang sesuai dengan regulasi/peraturan baru terkait pengelolaan aset
