Abstract

This research aims to examine the influence of organizational justice on innovative work behavior and the direct as well as mediating influence of knowledge sharing on innovative work behavior. Primary data was collected using a questionnaire survey method which were responded by all employees as respondents except researchers at the Semarang City Secretariat of Regional Legislative Council, which is a public sector agency in Indonesia. The collected data were analyzed using the Partial Least Square Structural Equation Model (PLS SEM). The findings revealed that organizational justice has a positive effect on innovative work behavior; organizational justice has a positive effect on knowledge sharing; knowledge sharing has a positive effect on innovative performance behavior; and knowledge sharing mediates the relationship between organizational justice and innovative work behavior. The results of this research can be a reference for public sector agencies so that apart from providing fair incentives according to employee workload, they also need to pay attention to how employees continue to obtain knowledge that is relevant to current conditions. Goverment Agencies management also needs to arrange employee training and capacity building planning so that the results of training and capacity building can be share to other employees in the organization. Additional Information: Penelitian ini bertujuan untuk menguji pengaruh keadilan organisasi pada perilaku kerja inovatif dan pengaruh langsung maupun mediasi transfer pengetahuan pada perilaku kerja inovatif. Jenis data yang digunakan pada penelitian ini menggunakan data primer dengan metode survei kuesioner dengan responden seluruh pegawai kecuali peneliti pada Sekretariat DPRD Kota Semarang yang merupakan instansi sektor publik di Indonesia. Data yang terkumpul dianalisis menggunakan Partial Least Square Structural Equation Model (PLS SEM). Hasil penelitian mengungkapkan bahwa keadilan organisasi berpengaruh positif terhadap perilaku kerja inovatif; keadilan organisasi berpengaruh positif terhadap transfer pengetahuan; transfer pengetahuan berpengaruh positif terhadap perilaku kinerja inovatif; dan transfer pengetahuan memediasi hubungan antara keadilan organisasi terhadap perilaku kerja inovatif. Hasil penelitian ini dapat menjadi acuan bagi instansi sektor publik agar selain memberikan insentif yang adil sesuai dengan beban kerja pegawai juga perlu memperhatikan bagaimana pegawai terus mendapatkan pengetahuan yang relevan dengan kondisi terkini. Manajemen instansi juga perlu melakukan perencanaan pelatihan dan pengembangan kapasitas pegawai sehingga hasil dari pelatihan dan pengembangan kapasitas dapat disebarkan kepada pegawai lain di dalam organisasi.
