Abstract

The research objective is to analyze the influence of organizational learning culture on employee competence, organizational effectiveness and knowledge sharing; analyze the effect of sharing knowledge on employee competence; analyze the effect of employee competency and knowledge sharing on organizational effectiveness; analyze the influence of organizational learning culture on organizational effectiveness through employee competence, knowledge sharing and employee competence, as well as through knowledge sharing. The population of this study were employees of the Regional Apparatus Organization (OPD) of Tegal Regency who were involved in project tenders of 43 employees. The OPD staff consists of 32 employees of the Procurement of Goods and Services (PBJ) at the Regional Secretariat and 11 employees of the Public Works and Spatial Planning Office (DPUPR). The result of the research is that organizational learning culture has a significant positive effect partially on employee competence, organizational effectiveness and knowledge sharing. Knowledge sharing has no effect on employee competency. Employee competence has no effect on organizational effectiveness. Sharing knowledge has a significant positive effect on organizational effectiveness. Employee competence partially or jointly sharing knowledge cannot mediate employee competency learning culture on organizational effectiveness, but knowledge sharing is partially able to mediate both.

Additional Information: Tujuan penelitian yaitu menganalisis pengaruh budaya pembelajaran organisasi terhadap kompetensi pegawai, efektivitas organisasi dan berbagi pengetahuan; menganalisis pengaruh berbagi pengetahuan terhadap kompetensi pegawai; menganalisis pengaruh kompetensi pegawai dan berbagi pengetahuan terhadap efektivitas organisasi; menganalisis pengaruh budaya pembelajaran organisasi terhadap efektivitas organisasi melalui kompetensi pegawai, berbagi pengetahuan dan kompetensi pegawai, serta melalui berbagi pengetahuan. Populasi penelitian ini adalah pegawai Organisasi Perangkat Daerah (OPD) Kabupaten Tegal yang terlibat tender proyek sebanyak 43 pegawai. Pegawai OPD ini terdiri dari 32 pegawai Pengadaan Barang dan Jasa (PBJ) pada Sekretariat Daerah dan 11 pegawai Dinas Pekerjaan Umum dan Penataan Ruang (DPUPR). Hasil penelitian yaitu budaya pembelajaran organisasi berpengaruh positif signifikan secara parsial terhadap kompetensi pegawai, efektivitas organisasi dan berbagi pengetahuan. Berbagi pengetahuan tidak berpengaruh terhadap kompetensi pegawai. Kompetensi pegawai tidak berpengaruh terhadap efektivitas organisasi. Berbagi pengetahuan berpengaruh positif signifikan terhadap efektivitas organisasi. Kompetensi pegawai secara parsial maupun bersama berbagi pengetahuan tidak dapat mediasi kompetensi pegawai budaya pembelajaran terhadap efektivitas organisasi, namun berbagi pengetahuan secara parsial mampu memediasi keduanya.
